第35/2002号行政长官公告，命令公布关於中华人民共和国就一九七三年三月三日於华盛顿签署的《濒危野生动植物种国际贸易公约》继续适用於澳门特别行政区承担当事国责任的通知书。

监於中华人民共和国已於一九九九年十二月六日通知作为一九七三年三月三日於华盛顿签署的《濒危野生动植物种国际贸易公约》保管实体之瑞士联邦政府，有关公约将继续在澳门特别行政区适用。 行政长官根据澳门特别行政区第3/1999号法律第六条第一款的规定，命令公布中华人民共和国作出的有关通知书。该通知书的中文本、与送交保管实体的文本相符的英文本，以及有关的葡文译本附同於本公告。 二零零二年五月二十七日发布。 行政长官 何厚铧 ——— 通 知 “（…）根据一九八七年四月十三日签署的《中华人民共和国政府和葡萄牙共和国政府关於澳门问题的联合声明》，中华人民共和国政府将於一九九九年十二月二十日对澳门恢复行使主权。自该日起，澳门将成为中华人民共和国的一个特别行政区，除外交和国防事务属中华人民共和国中央人民政府管理外，享有高度自治权。 为此，我奉中华人民共和国外交部长之命通知如下： 中华人民共和国政府於一九八一年一月八日交存加入书的，一九七三年三月三日订於华盛顿的《濒危野生动植物种国际贸易公约》（以下简称“该公约”）自一九九九年十二月二十日起适用於澳门特别行政区，同时中华人民共和国政府做如下声明：根据公约第九条的规定，指定澳门经济局为澳门特别行政区的管理机构。 因该公约适用於澳门特别行政区所产生的国际权利和义务将由中华人民共和国政府承担。（…）” Notification "(...) In accordance with the Joint Declaration of the Government of the People's Republic of China and the Government of the Republic of Portugal on the Question of Macao signed on 13 April 1987, the Government of the People's Republic of China will resume the exercise of sovereignty over Macao with effect from 20 December 1999. Macao will, with effect from that date, become a Special Administrative Region of the People's Republic of China and will enjoy a high degree of autonomy, except in foreign and defence affairs which are the responsibilities of the Central People's Government of thePeople's Republic of China. In this connection, I am instructed by the Minister of Foreign Affairs of the People's Republic of China to inform Your Excellency of the following: The Convention on International Trade in Endangered Species of Wild Fauna and Flora done at Washington on 3 March 1973 (hereinafter referred to as the Convention) to which the Government of the People's Republic of China deposited its instrument of accession on 8 January 1981, shall apply to the Macao Special Administrative Region with effect from 20 December 1999. The Government of the People's Republic of China also wishes to make the following declaration: In accordance with Article 9 of the Convention, it designates the Economic Service of Macao as the Management Authority of the Macao Special Administrative Region. The Government of the People's Republic of China shall assume the responsibility for the international rights and obligations arising from the application of the Convention to the Macao Special Administrative Region. De acordo com a Declara??o Conjunta do Governo da República Popular da China e do Governo da República Portuguesa sobre a Quest?o de Macau assinada em 13 de Abril de 1987, o Governo da República Popular da China reassumirá o exercício da soberania sobre Macau com efeito a partir de 20 de Dezembro de 1999. Macau tornar-se-á, com efeito a partir dessa data, uma Regi?o Administrativa Especial da República Popular da China e gozará de um alto grau de autonomia, excepto nos assuntos das rela??es externas e da defesa, que s?o da responsabilidade do Governo Popular Central da República Popular da China. Neste ambito, fui instruído pelo Ministro dos Negócios Estrangeiros da República Popular da China para informar Vossa Excelência do seguinte: A Conven??o sobre o Comércio Internacional das Espécies de Fauna e Flora Selvagens Amea?adas de Extin??o, assinada em Washington em 3 de Mar?o de 1973 (de ora em diante designada por Conven??o), cujo instrumento de ades?o do Governo da República Popular da China foi depositado em 8 de Janeiro de 1981, aplicar-se-á na Regi?o Administrativa Especial de Macau com efeito a partir de 20 de Dezembro de 1999. O Governo da República Popular da China deseja ainda fazer a seguinte declara??o: Nos termos do artigo 9.o da Conven??o, designa a Direc??o dos Servi?os de Economia de Macau como a autoridade administrativa da Regi?o Administrativa Especial de Macau. O Governo da República Popular da China assumirá a responsabilidade pelos direitos e obriga??es internacionais decorrentes da aplica??o da Conven??o na Regi?o Administrativa Especial de Macau.
