第32/2002号行政长官公告，命令公布关於中华人民共和国就一九八九年三月二十二日於巴塞尔签署的《控制危险废物越境转移及其处置的巴塞尔公约》继续适用於澳门特别行政区承担当事国责任的通知书。

监於中华人民共和国已於一九九九年十二月十五日通知作为一九八九年三月二十二日於巴塞尔签署的《控制危险废物越境转移及其处置的巴塞尔公约》保管实体之联合国秘书长，有关公约将继续在澳门特别行政区适用。 行政长官根据澳门特别行政区第3/1999号法律第六条第一款的规定，命令公布中华人民共和国作出的有关通知书。该通知书的中文本、与送交保管实体的文本相符的英文本，以及有关的葡文译本附同於本公告。 二零零二年五月二十七日发布。 行政长官 何厚铧 通 知 “ （…）根据一九八七年四月十三日签署的《中华人民共和国政府和葡萄牙共和国政府关於澳门问题的联合声明》，中华人民共和国政府将於一九九九年十二月二十日对澳门恢复行使主权。自该日起，澳门将成为中华人民共和国的一个特别行政区，除外交和国防事务属中华人民共和国中央人民政府管理外，享有高度自治权。 为此，我奉中华人民共和国外交部长之命通知如下： 中华人民共和国政府於一九九一年十二月十七日交存批准书的、一九八九年三月二十二日订於巴塞尔的《控制危险废物越境转移及其处置的巴塞尔公约》（以下简称“公约”），自一九九九年十二月二十日起将适用於澳门特别行政区，同时中华人民共和国政府做如下声明： 根据该公约第五条第一款的规定，指定澳门特别行政区政府环境委员会为该条所指的主管当局。 因该公约适用於澳门特别行政区所产生的国际权利和义务将由中华人民共和国政府承担。（…）” Notification "(...) In accordance with the Joint Declaration of the Government of the People's Republic of China and the Government of the Republic of Portugal on the Question of Macao (hereinafter referred to as the Joint Declaration), the Government of the People's Republic of China will resume the exercise of sovereignty over Macao with effect from 20 December 1999. Macao will, from that date, become a Special Administrative Region of the People's Republic of China and will enjoy a high degree of autonomy, except in foreign and defense affairs which are the responsibilities of the Central People's Government of the People's Republic of China. In this connection, I am instructed by the Minister of Foreign Affairs of the People's Republic of China to inform Your Excellency of the following: The Basel Convention on the Control of Transboundary Movement of Hazardous Wastes and their Disposal, concluded at Basel on 22 March 1989 (hereinafter referred to as the "Convention"), to which the Government of the People's Republic of China deposited the instrument of ratification on 17 December 1991, will apply to the Macao Special Administrative Region with effect from 20 December 1999. The Government of the People's Republic of China also wishes to make the following declaration: In accordance with paragraph 1 of Article 5 of the Convention, it designates the Environment Council of the Government of the Macao Special Administrative Region as the competent authority for the purpose of this Article. The Government of the People's Republic of China will assume responsibility for the international rights and obligations arising from the application of the Convention to the Macao Special Administrative Region. De acordo com a Declara??o Conjunta do Governo da República Popular da China e do Governo da República Portuguesa sobre a Quest?o de Macau (de ora em diante designada por Declara??o Conjunta), o Governo da República Popular da China reassumirá o exercício da soberania sobre Macau com efeito a partir de 20 de Dezembro de 1999. Macau tornar-se-á, a partir dessa data, uma Regi?o Administrativa Especial da República Popular da China e gozará de um alto grau de autonomia, excepto nos assuntos das rela??es externas e da defesa, que s?o da responsabilidade do Governo Popular Central da República Popular da China. Neste ambito, fui instruído pelo Ministro dos Negócios Estrangeiros da República Popular da China para informar Vossa Excelência do seguinte: A Conven??o de Basileia sobre o Controlo de Movimentos Transfronteiri?os de Resíduos Perigosos e Sua Elimina??o, concluída em Basileia em 22 de Mar?o de 1989 (de ora em diante designada por "Conven??o"), cujo instrumento de ratifica??o do Governo da República Popular da China foi depositado em 17 de Dezembro de 1991, aplicar-se-á na Regi?o Administrativa Especial de Macau, com efeito a partir de 20 de Dezembro de 1999. O Governo da República Popular da China deseja ainda fazer a seguinte declara??o: Nos termos do número 1 do artigo 5.o da Conven??o, designa o Conselho do Ambiente do Governo da Regi?o Administrativa Especial de Macau como a autoridade competente para os efeitos previstos naquele artigo. O Governo da República Popular da China assumirá a responsabilidade pelos direitos e obriga??es internacionais decorrentes da aplica??o da Conven??o na Regi?o Administrativa Especial de Macau.
