1 AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF CHINA AND THE GOVERNMENT OF THE REPUBLIC OF MALAWI ON TECHNICAL AND VOCAT-IONAL TRAINING COOPERATION The Government of the Republic of China and the Govemment of theRepublic of Malawi (hereinafter referred to as the "ContractingParties") BEING desirous to strengthen and consolidate the existing frien-dly relations between the two countries; and WISHING to promote cooperation in technical and vocational trai-ning; HEREBY AGREE as follows: ARTICLE Ⅰ The Government of the Republic of China, at teh request of theGovernment of the Republic of Malawi, agrees to dispatch four V-ocational Training experts (in the fields of computers, electri-cal engineering, motor vehicle repairs and cabinet-making) to t-he Republic of Malawi to render assistance to Lilongwe TechnicalCollege which is under the Ministry of Labour and Vocational Tr-aining, in developing its technical and vocational training pro-grams aimed for industrial development. ARTICLE Ⅱ The Government of the Republic of China agrees to pay travel ex-penses for the said experts to and from the Republic of Malawi,and their salaries, allowances, insurance costs and local trans-portation casts in the Republic of Malawi. ARTICLE Ⅲ The Government of the Republic of Malawi agrees to: 1.Provide the said experts, free of charge, furnished housing a-nd offices excluding payment for utility bills (water, teleph-one and electricity) shall be the responsibility of the exper-ts themselves; 2.Exempt the said experts from taxes on their salaries and allo-wances earned from sources outside Malawi; 3.Exempt the said experts and their dependents from all importtariffs, duties and other taxes on their personal and househo-ld effects for a period of six months beginning from their ar-rival in the Republic of Malawi. The said experts should also be exempted from export tariffs for personal effects shipped out of the Republic of Malawi at the end of their services; 4.Exempt the said experts from all import tariffs, duties and o-ther taxes on the equipment, machinery and other materials re-quired for the work of the Mission;and 5.Provide adequate security to the said experts and grant themthe same treatment as is accorded to the personnel of any thi-rd nation and international organizations serving in the fieldof technical cooperation in the Republic of Malawi. ARTICLE Ⅳ 1.The teaching materials, using the English teaching materialsprovided by the Government of the Republic of China as refere-nce , shall be progressively developed by the experts assignedby the Contracting Parties according to the results of instru-ction. 2.The training equipment and teaching materials donated by theGovernment of the Republic of china shall be used for the coo-peration programs stipulated in this Agreement. 3.The Government of the Republic of Malawi agrees to: establishinventory control of the equipment, and to be reponsible for maintaining training equipment; and provide inventory control and other relevant information at the request of the Governme-nt of the Republic of China. ARTICLE Ⅴ The Government of the Republic of China agrees to offer a month-ly allowance of One Hundred US dollars (US$100) to each of thetwo seeded instructors chosen and assigned by the Government ofthe Republic of Malawi to man the designated fields. For the sm-ooth transfer of skills and expertise to the said four fields,the Government of the Republic of Malawi shall be responsible f-or the management and regulation of the periods of time duringwhich the seeded instructors will serve at the Lilongwe Technic-al College. ARTICLE Ⅵ The Government of the Republic of China agrees to accept person-nel selected by the Government of the Republic of Malawi to par-ticipate in study tours or seminars organized for ouverseas voc-ational instructors. The Government of the Republic of China sh-all pay the travel expenses of Malawian participants to and fromthe Republic of China, as well as their living and training exp-enses during their stay in the Republic of China. The Malawianparticipants shall meet the training qualifications and criteriaset by the Contracting Parties. ARTICLE Ⅶ This Agreement shall enter into force on the date of signatureby the Contracting Parties and shall remain valid until December31, 2002. This Agreement may be extended upon mutual consent bythe Contracting Parties through the exchange of diplomatic notesfor a period of one year. IN WITNESS WHEREOF, the undersigned, duly authorized thereto bytheir respective Governments, have signed this Agreement.
