[接上页] Class XI. Sailing ships (other than fishing vessels) which proceed to sea. (L.N. 110 of 2001) (Enacted 1991) Cap 369AI reg 3 Application Save where the context otherwise requires and subject to section 3 of the Ordinance, these regulations apply to and in relation to- (a) any Hong Kong ship other than a registered fishing vessel; and (b) any other ship, when in the waters of Hong Kong, except- (i) a cargo ship of less than 500 tons; or (ii) a ship not propelled by mechanical means. (Enacted 1991) Cap 369AI reg 4 Muster list and emergency instructions (1) This regulation applies to ships of Class I, Class II, Class II(A), Class VII, Class VII(A), Class VII(T), Class VIII and Class VIII(T) and ships of Class IX and Class XI engaged on international voyages. (2) The master of a ship shall- (a) before the ship proceeds to sea, prepare a list (hereinafter referred to as the muster list), which in the case of ships of Class I, Class II and Class II(A) shall be in a form approved by the Director; and (b) revise such list or prepare a new list where any change taking place in the crew after it has been prepared necessitates an alteration thereto.(3) The muster list shall- (a) specify- (i) the details of the alarm signal generated from the general emergency alarm system, and the action to be taken by passengers and crew when the alarm signal is sounded; (L.N. 110 of 2001) (ia) the details concerning announcements that may be made through the public address system; (L.N. 110 of 2001) (ii) other emergency signals and action to be taken by crew on hearing such signals; (iii) the manner in which the order to abandon ship will be given; and (iv) in relation to ships of Class I, Class II and Class II(A), the location of passenger muster stations;(b) show the duties assigned to the different members of the crew, which shall include- (i) closing of the watertight doors, fire doors, valves, scuppers, side-scuttles, skylights, portholes and other similar openings in the ship; (ii) equipping of the survival craft and other life-saving appliances; (iii) preparation and launching of survival craft; (iv) general preparation of other life-saving appliances; (v) muster of passengers; (vi) use of communication equipment; (vii) manning of fire parties assigned to deal with fires; and (viii) special duties assigned in respect of the use of fire-fighting equipment and installations;(c) show the duties assigned to members of the crew in relation to passengers in case of an emergency, which shall include- (i) warning the passengers; (ii) ensuring that they are suitably clad and have donned their life-jackets correctly; (iii) assembling passengers at muster stations; (iv) keeping order in the passageways and on the stairways and generally controlling the movements of the passengers; and (v) ensuring that a supply of blankets (where carried) is taken to the survival craft; and(d) specify- (i) the officers assigned to ensure that life-saving and fire appliances are maintained in good condition and are ready for immediate use; and (ii) substitutes for persons performing essential duties who may become disabled, taking into account the nature of the emergencies in which they will have to act.(4) The master shall ensure that- (a) copies of the muster list are exhibited in conspicuous places throughout the ship including the navigating bridge, engine-room and crew accommodation spaces; (b) clear instructions to be followed in the event of an emergency are provided for every person on board; (L.N. 110 of 2001) (c) illustrations and instructions in English and in any other appropriate language are posted in passenger cabins and conspicuously displayed at muster stations and other passenger spaces to inform passengers of- (i) their muster stations; (ii) the essential action they must take in an emergency; and (iii) the method of donning life-jackets; (L.N. 110 of 2001)(d) (in the case of a ship of Class I, Class II or Class II(A)) there are procedures in place for locating and rescuing passengers trapped in their staterooms; and (L.N. 110 of 2001) (e) each member of the crew with assigned emergency duties is familiar with his duties before sailing. (L.N. 110 of 2001) (Enacted 1991) Cap 369AI reg 5 General emergency alarm system (1) A ship built before 1 July 1998 shall be provided with a general emergency alarm system complying with the requirements of Schedule 2. (2) A ship built on or after 1 July 1998 shall be provided with a general emergency alarm system complying with the requirements of section 7.2.1 of the LSA Code. (3) A general emergency alarm system shall be- (a) used for summoning passengers and crew to muster stations and to initiate actions specified in the muster list; (b) supplemented by a public address system or other suitable means of communication.(4) When a general emergency alarm system provided under subregulation (2) is activated, the entertainment sound system (if any) on the ship concerned shall be turned off automatically. |
