  (a) is held at intervals of not more than 4 months; and
  
  (b) whenever practicable, includes the inflation and lowering of a liferaft which may be a special liferaft intended only for training purposes and conspicuously marked as such, and not part of the ship's life-saving equipment.(5) The master shall ensure that the exercise referred to in regulation 6(5)(k) is augmented by regular instructions using the on-board training aids required under regulation 35.4 of Chapter III of the Convention.   (6) The master shall ensure that every system party member of a marine evacuation system is, as far as practicable, trained by participation in a full deployment of a similar system into water, either on board a ship or ashore, at least once every 3 years. (L.N. 110 of 2001)

  Cap 369AI reg 8 Records
  
  (1) The master shall record in the official log-book-
  
  (a) upon each occasion on which in accordance with these regulations, a muster of the passengers, an abandon ship drill, fire drill, drill of other life-saving appliances or on-board training is held-
  
  (i) the dates upon which such musters, drills and training, as the case may be, are held;
  
  (ii) details of training and type of drill held;
  
  (iii) the occasions on which lifeboats, rescue boats and davit launched liferafts, as the case may be, are lowered or launched;(b) upon each occasion on which a full muster of the passengers and the crew at their appropriate muster stations, drill or training session is not held as required by these regulations-
  
  (i) a record of the relevant circumstances;
  
  (ii) the extent of the muster, drill or training session held.(2) In ships not required to keep an official log-book a record of each matter specified in subregulation (1) shall be made by the master and shall be retained on board for a period of not less than 12 months.

  Cap 369AI reg 9 Penalties
  
  (1) A master of a ship who fails to perform any of the obligations imposed on him by regulation 4, 6 or 7 commits an offence and is liable to a fine not exceeding $10000 and imprisonment for a term not exceeding 2 years.
  
  (2) Any person who fails to carry out any duty assigned to him in the muster list and referred to in regulation 4(3)(b), (c) and (d) commits an offence and is liable to a fine not exceeding $5000.
  
  (2A) If regulation 5(1), (2), (3), (4) or (5) is contravened in relation to a ship, both the owner and the master of the ship shall be guilty of an offence and each is liable to a fine at level 3 and imprisonment for 2 years. (L.N. 110 of 2001)
  
  (3) A master of a ship who fails to comply with any of the requirements of regulation 8 commits an offence and is liable to a fine not exceeding $500.
  
  (4) In any proceedings for an offence under these regulations it shall be a defence to show that all reasonable steps were taken to ensure compliance with the regulations.

  Cap 369AI Sched 1 GUIDELINES FOR TRAINING CREWS FOR THE PURPOSE OF LAUNCHING LIFEBOATS AND RESCUE BOATS FROM SHIPS MAKING HEADWAY THROUGH THE WATER
  
  [regulations 6(9) & 10]
  
  (L.N. 110 of 2001)
  
  1. In this Schedule, "training manual" (训练手册) is a manual complying with the requirements of Regulation 35 of Chapter III of the Convention.

  2. These guidelines apply to launching drills referred to in regulation 6(9) carried out, with lifeboats and rescue boats capable of being safely launched with the ship making headway at speeds up to 5 knots in calm water, in-
  
  (a) cargo ships of 20000 GRT or more constructed on or after 1 July 1986 which are required under Regulation 31.1.1.1 of Chapter III of the Convention to carry such lifeboats; (L.N. 110 of 2001)
  
  (b) ships constructed on or after 1 July 1986 which are required under Regulation 31.2 of Chapter III of the Convention to carry such rescue boats; and (L.N. 110 of 2001)
  
  (c) any other ship fitted with a lifeboat or a rescue boat, with on load release gear adequately protected against accidental or premature use, or with both such a lifeboat and a rescue boat.
  
  3. These guidelines supplement the procedures to be followed in respect of equipment, described in the instructions and information in the ship's training manual and provided on board the ship. The crew of the rescue boat or the lifeboat as the case may be should be instructed in the procedures to be followed before the drill commences.
  
  4. (1) Drills should be carried out-
  
  (a) on board a ship at anchor;
  
  (b) alongside the ship where there is a relative movement between ship and water;
  
  (c) suitable shore establishment where conditions similar to sub-subparagraph (a) or (b) prevail; or
  
  (d) at the master's discretion, on board a ship when making headway in sheltered waters.(2) In the interests of safety, it is not necessary when training to exercise at the maximum design 5 knots headway launching capability of the equipment.
