[接上页] (a) by practical demonstration, as required, of his ability to carry out the task listed in Part I; and (b) that he is familiar with the matters relating to the launching and operation of fast rescue boats listed in Part II. PART I 1. Each candidate will be required to act as the person in charge and also to take part in the practical operations of launching and boarding a fast rescue boat, clearing a fast rescue boat quickly, handling whilst afloat and disembarkation from and the recovery of a fast rescue boat. 2. Each candidate will be required to demonstrate that he can- (a) control safe launching and recovery of a fast rescue boat; (b) right a capsized fast rescue boat; (c) handle a fast rescue boat in prevailing weather and sea conditions; (d) swim in special equipment; (e) use communication and signalling equipment between the fast rescue boat and a helicopter and a ship; (f) use the emergency equipment carried in a fast rescue boat; (g) recover a casualty from the water and transfer a casualty to a rescue helicopter or to a ship or to a place of safety; (h) carry out search patterns, taking account of environmental factors; (i) operate a fast rescue boat engine. PART II 1. Construction and outfit of fast rescue boats and individual items of their equipment. 2. Particular characteristics and facilities of fast rescue boats. 3. Safety precautions to be taken during launching and recovery of fast rescue boats. 4. Procedures for righting a capsized fast rescue boat. 5. Handling characteristics of fast rescue boats in prevailing and adverse weather and sea conditions. 6. Navigation and safety equipment available on fast rescue boats. 7. Search patterns and environmental factors affecting their execution. 8. Assessment of the readiness of fast rescue boats and related equipment for immediate use. 9. Maintenance, emergency repairs, normal inflation and deflation of buoyancy compartments of inflated fast rescue boats. 10. Methods of starting and operating a fast rescue boat engine and its accessories. (L.N. 106 of 1998) Cap 478Z Sched 2 PROCEDURE FOR EXAMINATION FOR A CERTIFICATE OF PROFICIENCY IN SURVIVAL CRAFT AND RESCUE BOATS AND CERTIFICATE OF PROFICIENCY IN FAST RESCUE BOATS [sections 3(2), 3A(2) & 7(1) & (2)(b)] (L.N. 106 of 1998) 1. Application for examination (1) Every application to be examined for a certificate of proficiency in survival craft and rescue boats or certificate of proficiency in fast rescue boats shall be made to the Examination Centre. (L.N. 106 of 1998) (2) Every application to be examined shall be made on a form obtainable from the Examination Centre and shall be accompanied by- (a) an employment registration book, service record book, discharge book or such other evidence as may be necessary to establish to the satisfaction of the examiner that the applicant has performed the sea service specified in section 3 of these Rules; (b) a certificate of attendance at an approved basic sea survival course (unless attendance is officially recorded in the applicant's employment registration book, service record book or discharge book); and (c) 2 suitable identical passport-size photographs of the applicant. (3) Every application when completed shall be lodged with the examiner, who shall, if satisfied that the applicant is eligible to take the examination, ensure that the applicant is notified of the arrangements made for the examination, or if not so satisfied, inform the applicant in writing that his application is refused, stating the reason for refusal. 2. Conduct of examinations for certificates of proficiency in survival craft and rescue boats and certificates of proficiency in fast rescue boats (1) Survival craft and rescue boats to be used in the examination must comply with the requirements of the Merchant Shipping (Safety) (Life-Saving Appliances) Regulation (Cap 369 sub. leg.) and the full range of equipment prescribed in those Regulations must be available during the examination. (L.N. 160 of 2001) (1A) Fast rescue boats to be used in the examination must comply with the requirements of the Guidelines for Fast Rescue Boats adopted by the International Maritime Organization by resolution A.656(16) and the full range of equipment prescribed in those Guidelines must be available during the examination. (L.N. 106 of 1998) (2) Candidates will be required to wear lifejackets throughout the examination unless the examiner, at his discretion, allows them to be removed during a portion of the examination. (3) On the completion of the examination, the examiner shall inform the applicant of the result, record the result on the form of application and submit the form to the Authority. Examinations at training schools An examination for a certificate of proficiency in survival craft and rescue boats or certificate of proficiency in fast rescue boats may, in the case of a person undergoing an approved course of pre-sea training at an approved nautical school, be taken by that person at that school during the course in accordance with approved arrangements made by the responsible authority. |
