Issue of certificates of proficiency in survival craft and rescue boats and certificates of proficiency in fast rescue boats The Authority shall, if satisfied that an applicant is entitled to the grant of a certificate of proficiency in survival craft and rescue boats or certificate of proficiency in fast rescue boats, cause such a certificate to be issued to the applicant or, if not so satisfied, inform the applicant in writing that his application is refused, stating the reasons for the refusal. Verification of qualifications, etc. by examiner (1) The examiner shall not permit a candidate to take any examination under these Rules unless he is satisfied that the candidate is eligible to take the examination and is the person in respect of whom the application for examination has been made. (2) If before the commencement, or during the course, of an examination, the examiner becomes aware that a candidate has a physical or other disability which in his opinion would render the candidate incapable of performing the duties required in respect of survival craft, the examiner shall not permit the candidate to take or complete the examination. (3) Where pursuant to subsection (1) or (2) the examiner does not permit a candidate to take or complete the examination, the examiner shall state his reasons on the form of application and submit the form to the Authority. 6. Appeals from decisions of examiner Any candidate who is aggrieved by any decision of the examiner may appeal to the Authority within 30 days of being notified of such a decision.
